Mandatory Requirements for .BY Domain Names

  • Domain name should be 2-63 characters long.
  • Names must begin and end with a letter or a number.
  • Names must use the Latin character set and may contain letters (a-z), numbers (0-9) and hyphen (-) or a combination of these.
  • Domain name neither can begin or end with a hyphen nor include two hyphens in a row in the third and fourth places at the same time.
  • Domain administration rights arise from the moment of entering into the registry of information about the domain and its administrator, and are effective during the term of the domain name registration.
  • The domain name registration is valid for one or two years as may be chosen by the applicant. The expiration of the validity period of the registration agreement is determined by the expiration of the validity period of the domain name registration.
  • The registration takes place on a first come, first served basis, except the list of Reserved Domain Names.
  • It is prohibited to renew domain less than 180 days before it expires.

Requirements for Supported Services

The domain administrator is obliged:

  • To use the domain name for a named call to the Internet resource of the domain administrator;
  • To inform the registrar about all changes to the information on the domain administrator entered into the register not later than within seven days from the date of such changes;
  • Within a 3 days’ term upon request of the registrar and (or) the national domain zone administrator, to present documents confirming credibility of information about the domain administrator entered into the register (including the identification document – for individuals and individual entrepreneurs, state registration documents (if necessary, extract from the trade register of the country of incorporation or another equivalent proof of legal status in accordance with the legislation of the country of incorporation (registration)) - for legal entities and individual entrepreneurs);
  • Not later than the day following the day of receipt from the administrator of the corresponding domain of the third and subsequent levels of information subject to entry into the register, to transfer such information to the registrar;
  • To perform other obligations stipulated by these Instructions and the registration agreement.

The following domain names are not subject to the registration, containing words or phrases not corresponding to the common moral and ethic standards, rousing the international hostility, propagandizing violence, cruelty and other actions prohibited by the legislation of the Republic of Belarus.

While choosing a domain name, including in case of its registration according to the results of auctioning, an applicant should avoid the names that are identical or similar to the degree of confusion with the titles of the registered means of individualization of the participants of civil transactions, goods, works or services, if the applicant is not a holder of the right for a brand name, a trademark or a service mark owner, or a person having the right to use the geographical indication.

Domain administration can be suspended:

  • By the administrator of the national domain zone and (or) the registrar in cases provided for in these Instructions;
  • By the court when considering cases relating to the registration and (or) use of a domain name.

Domain transfer

The transfer is performed on the basis of applications of the domain administrator sent to the registrar with whom the registration agreement was concluded, and to the registrar with whom a new registration agreement is expected to be concluded.

In case of transfer, the domain administrator concludes a registration agreement with the new registrar with a validity period until the expiry of the domain name registration stipulated by the registration agreement with the former registrar.

The transfer operation (including the conclusion of the registration agreement with the new registrar) is carried out within seven days from the receipt of the domain administrator’s application by the current registrar.

The transfer of the rights for domain administration under the agreement is allowed only within the validity period of domain name registration.

The domain administrator is entitled to waive the rights for domain administration at any time during the registration validity period, except for the period of suspension of domain administration.

In order to waive the rights for domain administration, the domain administrator submits the corresponding application to the registrar.
